The State Department funneled approximately $500,000 in taxpayer dollars to a U.K.-based “humanist” organization promoting atheism in Nepal and another group assisting pregnant migrants in obtaining abortions, according to a scathing congressional report released by the House Foreign Affairs Committee.
The report also exposed taxpayer funding for “hyper-progressive” feminist projects in West Africa, LGBTQ+ education for children in Laos, and initiatives that actively work to suppress free speech in the U.S. — particularly targeting conservative voices.
These revelations, the report argued, reflect a growing partisanship in the Biden administration’s handling of foreign aid grants, with funding decisions often clashing with mainstream American values.
“For the entirety of the Biden-Harris administration, bleeding-heart liberals at the State Department have played politics with foreign assistance,” said Rep. Brian Mast, chair of the panel’s oversight subcommittee and a likely contender to lead the full committee in the upcoming Congress.
Some of the spending was labeled “arguably unconstitutional” by the report, including grants to a humanist group in the U.K. that trained Nepalese activists on “how to proselytize and to expand atheist networks in the region.”
When congressional investigators began probing this spending, the report alleges the department “doctored” documents to obscure the details.
Internally, department officials reportedly celebrated their “innovative” funding approach, but Republicans contend it violates the First Amendment’s prohibition on government support for religion, as atheism is treated as a religion under constitutional law.
“Here, the department promoted atheism and humanism over all other religions,” the report stated.
On the southern border, the State Department awarded nearly $3 million in 2021 and 2022 to the Hebrew Immigrant Aid Society (HIAS).
According to the report, HIAS used the funds to coach migrants on filing asylum claims, including tactics to downplay economic motives and emphasize persecution claims instead.
The department’s Bureau of Population, Refugees, and Migration (PRM) reportedly admitted to insufficient oversight of HIAS’s taxpayer-funded briefings after committee scrutiny.
PRM’s activities also raised red flags for allegedly facilitating abortions for pregnant migrants through its funding of the International Organization for Migration.
“PRM’s support for abortions in this way implicates potential violations of federal law and serves as another example of the department using foreign assistance to promote partisan values abroad,” the report said.
In a Wednesday hearing, Rep. Mast grilled Secretary of State Antony Blinken over additional questionable spending, including $14.9 million to teach Afghans carpet weaving and $75 million to train Afghan women in agriculture.
“They can’t even dance in the streets or speak to one another or go to school. I’m not sure that we can trust that that $75 million is being used to teach them agriculture,” Mast said.
Blinken defended the expenditures, asserting that robust processes are in place to ensure funds are used appropriately.
“Each of these institutions, as verified by the department, has in place processes to make sure that the money that we provide, and others provide, is spent appropriately,” Blinken said, adding, “I think that the work that we have done through these partners and many other countries have done has saved many, many lives in an incredibly difficult situation.”
