Whistleblower Reveals Security Failures at Trump Rally: Agents Under-Prepared, Training Flawed
A whistleblower has come forward, sharing concerns with Republican Sen. Josh Hawley of Missouri about the inadequate preparation of Homeland Security Investigations (HSI) agents tasked with securing former President Donald Trump’s rally in Butler, Pennsylvania. The whistleblower’s revelations, disclosed in a letter released on Tuesday, highlight a series of alarming oversights and insufficient training provided to agents ahead of the event.
According to the whistleblower, HSI agents were reassigned from their ongoing child exploitation investigations to partner with the U.S. Secret Service (USSS) in securing the July 13 rally. These agents, however, received minimal and ineffective training — a mere two-hour webinar that was plagued by technical issues and lacked critical substance. The whistleblower emphasized that this inadequate training persisted even after a previous assassination attempt on Trump.
“In other words, all of these allegations together suggest that a significant number of personnel tasked with providing security for former President Trump at the July 13 rally were egregiously under-prepared by the Secret Service to carry out this mission,” Sen. Hawley stated in the letter.

Training Lapses and Technical Mishaps Hampered Preparedness
The whistleblower detailed the chaotic nature of the training session, comparing it to “1,000 people logging onto Microsoft Teams at the same time after being informed at the last minute that everyone needed to login individually.” The session was marred by technical difficulties, with the instructor unable to play the prerecorded videos effectively. Despite these issues, the training content remained unchanged from previous years and offered little value to the agents involved.
“Nothing new, nothing improved since the assassination attempt on former President Trump,” the whistleblower added.
Sen. Hawley had previously questioned Secretary of Homeland Security Alejandro Mayorkas regarding claims that there were more HSI agents than Secret Service agents at the rally. The letter further revealed that some of the HSI agents on duty had no prior experience in protective security details and were unfamiliar with the necessary protocols.
One HSI agent reportedly received only “one power-point presentation for training,” underscoring the lack of adequate preparation.
The insufficient security measures had dire consequences. On July 13, 20-year-old Thomas Matthew Crooks managed to fire multiple shots from a rooftop 130 yards away, injuring former President Trump, k*lling volunteer firefighter Corey Comperatore, and wounding two other attendees. Despite being identified by witnesses, Secret Service agents, and a local counter-sniper over an hour and a half before Trump took the stage, Crooks was still able to carry out the attack.
Secret Service Faces Scrutiny and Leadership Changes
Following the assassination attempt, then-Secret Service Director Kimberly Cheatle faced bipartisan criticism for her evasive testimony before the House Oversight Committee on July 22. The testimony intensified calls for her resignation, which she tendered just one day later, ten days after the tragic event.
“The U.S. Secret Service respects the role of oversight,” stated Secret Service spokesman Anthony Guglielmi to the Daily Caller News Foundation. “To date, we have provided over 1,500 pages of responsive documentation to Congress and have made employees available for transcribed interviews. These efforts will continue as our desire to learn from this failure and ensure that it never happens again is unwavering.”

Surveys and polls of the American people suggest that a majority of Americans believe that they do not have sufficient answers about what happened on July 13 that would have allowed this tragedy to take place.
