FEMA Launches $12 Million Grant Program to Enhance So-Called ‘Equity’ in Disaster Response

In May 2023, the Federal Emergency Management Agency (FEMA) introduced a significant initiative — a $12 million grant program aimed at increasing so-called “equity” in disaster responses. This program focuses on making targeted investments in communities that are home to high concentrations of racial and s*xual “minorities.”

FEMA’s 2023 Regional Catastrophic Preparedness Grant Program is designed to distribute multi-million dollar grants to improve disaster preparedness for what the agency classifies as “underserved communities.” These communities are defined in grant documents as “populations sharing a particular characteristic, as well as geographic communities, who have been systematically denied a full opportunity to participate in aspects of economic, social and civic life.” Among the groups identified are African Americans, Hispanics, Middle Easterners, members of the LGBT community, and individuals living in rural areas.

In a recently leaked Zoom recording, FEMA emergency management specialist Tyler Atkins highlighted the challenges faced by these populations: “LGBTQIA people, and people who have been disadvantaged, already are struggling. They already have their own things to deal with. So, you add a disaster on top of that, it’s just compounding on itself.”

Maggie Jarry, an emergency management specialist at the Department of Health and Human Services, echoed this sentiment by stating that emergency management is shifting its focus from “the greatest good to the greatest amount of people” to a more nuanced approach centered on “disaster equity.”

FEMA documents indicate that Black and gay individuals disproportionately reside in areas where the effects of climate change, poor infrastructure, and resource scarcity amplify the risks associated with natural disasters. The agency argues that investing in these communities is essential for “effectively addressing equity in emergency management.”

FEMA Disasters Horrify Americans As Thousands Still In Crisis

To guide entities applying for grant funding, FEMA instructed them to utilize the Biden-Harris administration’s Climate and Economic Justice Screening Tool (CEJST). This tool maps out counties deemed “underserved” for federal grant purposes, although it has had some unintended consequences. For instance, many counties severely impacted by Hurricane Helene in western North Carolina and northern Georgia were rendered ineligible for funding due to CEJST’s designations.

As of a recent report, Hurricane Helene had resulted in 227 fatalities and estimated damages reaching up to $35 billion, according to Gallagher Re, a reinsurance company. In response to this disaster, North Carolinians have received $27 million in individual assistance approved by FEMA.

The evaluation process for grant applications will prioritize projects that benefit communities identified as “underserved” by CEJST. The grant document states, “To advance considerations of equity in awarding RCPGP grant funding, FEMA will add additional points to the scores of projects that will benefit disadvantaged communities.”

Amid these efforts, Homeland Security Secretary Alejandro Mayorkas raised concerns about FEMA’s financial resources, stating, “We are expecting another hurricane hitting. FEMA does not have the funds to make it through the season.” This funding shortfall follows FEMA’s expenditure of nearly $1 billion on migrant assistance programs during the 2023 and 2024 fiscal years.

As the situation unfolds, Hurricane Milton, a Category 5 storm, is reportedly on track to impact the Florida Gulf Coast, while the state continues to recover from the aftermath of Hurricane Helene.

Joe Biden and Kamala Harris have faced criticism recently for claiming that they are in no way using FEMA funds to help illegal immigrants, when in 2022 the White House Press Secretary Karine Jean-Pierre said they were doing exactly that.

Now, this leaked Zoom meeting makes it sound as if FEMA is going to try and help black and gay individuals first as a priority due to being “historically underserved,” rather than just helping everyone as best they can. Most Americans would agree that doing the most good for the most amount of people is the best way to use FEMA resources and funding.
