Controversial FBI Memo Architect Tapped for Top Virginia Security Role

Virginia’s incoming Democratic Governor Abigail Spanberger has selected Stanley Meador, the former head of the FBI’s Richmond Field Office who oversaw the creation of the infamous 2023 anti-Catholic memo, to become the state’s next Secretary of Public Safety and Homeland Security.

The Memo That Rocked the Catholic Community

As special agent in charge, Meador led the office that authored and distributed the internal document tying “radical-traditionalist Catholics” to “racially or ethnically motivated violent extremism.”

CatholicVote National Political Director Logan Church condemned the nomination as deeply troubling.

“It was bad enough when we learned the FBI was surveilling and targeting Catholics simply for living their faith. But now the official who oversaw that disgraceful operation is being promoted,” Church said.

“This is not accountability, it’s an endorsement. It tells every Catholic in America that violating our civil liberties isn’t a problem, it’s a pathway to advancement. That is outrageous, and it cannot go unanswered.”

The retracted eight-page memo suggested infiltrating Catholic parishes as “threat mitigation” and relied heavily on the Southern Poverty Law Center’s designation of certain traditionalist Catholics as a hate group — placing them on the same list as neo-N*zis.

The document circulated to over 1,000 FBI employees nationwide before whistleblower Kyle Seraphin exposed it.

From FBI Fallout to State Cabinet Pick

Following intense backlash, Meador met with Richmond Bishop Barry Knestout and other clergy to rebuild trust. In June 2025, the FBI placed him on administrative leave, according to The New York Times.

Yet on December 4, Spanberger praised Meador’s decades in federal law enforcement in her announcement.

“I know Mr. Meador’s decades of service to our country and our Commonwealth will bring the expertise necessary to protect our citizens, support the brave men and women of law enforcement,” she said, “and make sure Virginia is a place where every Virginian can safely thrive — no matter their zip code.”

Meador responded: “I’m deeply honored and humbled by the nomination. I’m grateful for the trust placed in me by Governor-elect Spanberger. Throughout my career, I have been committed to protecting our communities and strengthening the partnerships that keep them safe.”

Critics were swift. Whistleblower Kyle Seraphin posted on X that “the left always takes care of its own,” while questioning why another FBI whistleblower, Steven Friend, remains sidelined.

Meador’s appointment now heads to the Virginia General Assembly for confirmation when the legislature convenes in January 2026.
