Minnesota’s Loose Vouching Policy Under Fire Amid Fraud Scandals

Minnesota’s controversial election rule allowing one registered voter to “vouch” for the residency of up to eight others during same-day registration is facing intense backlash, as massive social services fraud scandals—tied largely to the Somali community under Gov. Tim Walz’s watch—raise alarms about potential voter fraud vulnerabilities.

Critics point to the policy’s lax standards, especially combined with Walz’s 2023 “Driver’s Licenses For All” law that issues unmarked IDs regardless of immigration status, which can then be used for voter registration.

Voting rights activist Scott Presler highlighted the risks on social media.

“Does this allow for potential fraud and abuse of our elections? Absolutely – Especially when you consider that MN has same-day voter registration,” said Scott Presler.

Personal Accounts Expose System Weaknesses

Independent journalist Bill Glahn recounted a disturbing firsthand experience that fueled his concerns.

“Early on in my residency in Minnesota, I went to vote. And I saw this firsthand. I saw somebody doing this – somebody vouching in half a dozen people, and they were laughing and giggling like, ‘I can’t believe this is working.’ And I was infuriated seeing this,” said Bill Glahn.

Glahn dismissed supposed safeguards, noting lax enforcement.

“If you signed as Mickey Mouse, they’re not going to find you,” said Bill Glahn.

These anecdotes come as federal probes uncover billions in alleged fraud from programs like Feeding Our Future, with most defendants Somali Americans and funds reportedly funneled overseas—including to terrorist-linked areas.

Growing Calls for Federal Intervention

Sen. Mike Lee (R-Utah) seized on the vouching issue to push his SAVE Act, which requires proof of citizenship for federal voter registration and penalizes officials who register non-citizens.

“The Senate should send it to President Trump’s desk for signature ASAP,” said Sen. Mike Lee.

The House-passed SAVE Act awaits Senate action, as critics argue Walz’s policies have turned Minnesota into a hotspot for abuse, from welfare scams to election loopholes that undermine integrity.

State officials defend the long-standing vouching rule, claiming it only verifies residency and includes checks like ID numbers.

“Vouching can only be used to provide proof of a potential voter’s residence in the precinct. The potential voter must still provide their Minnesota driver’s license or ID card number or the last four digits of their Social Security number for identity verification,” said Cassondra Knudson.

Yet with Walz silent on inquiries and fraud estimates soaring, demands for federal oversight grow louder to protect elections from the same vulnerabilities plaguing his administration’s oversight.
