Corruption Probe Reaches Deep into Hochul’s Democratic Inner Circle

A federal bribery investigation has ensnared individuals closely tied to New York Democratic Governor Kathy Hochul’s administration over questionable contracts for migrant shelters.

The probe highlights how the massive influx of migrants into sanctuary cities like New York has created opportunities for alleged self-dealing among connected Democrats.

Details of the Bribery Allegations

On March 31, 2026, former NYPD sergeant Edouardo St. Fort was arrested in Massachusetts and indicted on charges including conspiracy, bribery involving federal funds, and interstate travel for unlawful activity.

His company, Fort NYC Security, provided security services at migrant shelters as a subcontractor for BHRAGS Home Care Inc., a nonprofit that rapidly expanded in 2022 to handle emergency shelter needs and secured multiple no-bid contracts from the city.

Five of the six contracts were issued on an “emergency” basis, bypassing normal competitive bidding processes.

The investigation also names New York City Council Member Farah Louis (D-Brooklyn), her sister Debbie Louis — who serves as Hochul’s assistant secretary for New York City intergovernmental affairs and was placed on leave last week — and Edu Hermelyn, husband of state Assemblywoman Rodneyse Bichotte Hermelyn.

Federal authorities executed a search warrant on March 19 examining potential bribes or kickbacks linked to the allocation of city funds for these shelter services.

While sources emphasize the probe does not directly involve Debbie Louis’s official duties in the governor’s office or state money, the connections raise uncomfortable questions about influence peddling in Hochul’s orbit.

Migrant Crisis Creates Another Opportunity for Waste and Abuse

New York City has struggled to house more than 200,000 migrants who arrived during the Biden years, many deliberately bused north by Texas Republican Governor Greg Abbott to expose the costs of sanctuary policies. The city converted hotels into shelters and even erected a tent facility on Randall’s Island, with costs running into the billions.

Critics argue this latest scandal fits a familiar Democratic pattern: open-border policies and generous shelter spending generate enormous contracts that too often benefit insiders rather than delivering efficient results for taxpayers or migrants.

Once again, emergency declarations appear to have enabled rushed deals with limited oversight, inviting the very corruption now under federal scrutiny.

As the investigation continues, the episode underscores how Democrat-led sanctuary jurisdictions have turned the migrant surge into a costly enterprise ripe for exploitation, while ordinary New Yorkers foot the bill for both the chaos and the alleged graft.
