Bradford emphasized the strategic approach behind the operation, noting that ICE’s Houston Field Office employs a dedicated operations center to identify high-priority targets. “They are doing database research to get the worst of the worst, the ones who have the most significant threat to public safety,” he explained. “Then we want to look at the information we have on that individual, make sure it’s a viable target, make sure we have good addresses, go out and do surveillance so we can see if we can a pattern of the subjects’ movements and behavior.” This methodical process ensures resources are focused on those most likely to harm communities.

Notably, 48 individuals were arrested for driving under the influence, and 24 had convictions for aggravated assault. The program targets non-citizens paroled, lawfully admitted, granted conditional entry, or with withheld removal. However, DHS suspects some recipients may not meet these criteria, prompting a demand for detailed records from the Los Angeles County Department of Public Social Services, which oversees CAPI. Requested documents include applicants’ names, birth dates, application copies, immigration status, proof of SSI ineligibility, and supporting affidavits.

DHS Secretary Kristi Noem minced no words, stating, “Radical left politicians in California prioritize illegal aliens over our own citizens, including by giving illegal aliens access to cash benefits.” Her remarks frame the investigation as a necessary step to curb what the administration views as reckless state policies.
