Biden-Harris Administration Awards Billions to Environmental Groups Linked to Democratic Activism

In August, the Biden-Harris Environmental Protection Agency (EPA) allocated billions of taxpayer dollars to a Left-leaning nonprofit consortium known as Power Forward Communities (PFC), which has strong ties to various Democratic voter mobilization efforts, including a significant initiative spearheaded by Stacey Abrams in Georgia.

On August 16, the EPA announced that PFC received a staggering $2 billion as part of the Inflation Reduction Act’s (IRA) $27 billion Greenhouse Gas Reduction Fund (GGRF). PFC is collaborating with a variety of organizations affiliated with the Democratic Party, notably including Abrams’ Fair Count and the Southern Economic Advancement Project (SEAP). This partnership also involves the American Federation of Teachers (AFT), one of the largest teachers’ unions in the nation, which has been a notable supporter of Democratic candidates.

The decision to grant such a large sum to PFC has ignited criticism among Republican lawmakers, who are scrutinizing the IRA for its financial connections to groups perceived as aligned with Left-wing activism and the Democratic Party.

Republican representatives Morgan Griffith from Virginia and Brett Guthrie from Kentucky expressed their concerns in an op-ed for the Washington Reporter, stating, “At the same time that the EPA is disrupting our everyday lives, it has shown its true priorities by dishing out hard-working American taxpayer dollars to a vast network of former Obama-era officials who are now leading the far-left’s crusade against American energy independence.”

PFC’s collaboration with Abrams-backed organizations Fair Count and SEAP highlights the political implications of the funding. Fair Count aims to increase voter participation among Black Georgians and has openly criticized voter ID laws and what it calls “voter purges” by Republican officials that could disenfranchise eligible voters.

Meanwhile, SEAP, which Abrams founded in 2019, positions itself as a research and advocacy organization focused on creating a more equitable future in the South. SEAP operates under the umbrella of the Tides Center, known for funding various activist groups, including those participating in pro-Hamas protests across the United States.

Additionally, PFC includes Third Act, an organization dedicated to mobilizing Americans aged 60 and older around climate activism. Third Act has been active in protests and also runs GrayPAC, a political action committee that supports Democratic candidates. Its founder, Bill McKibben, is a prominent figure in climate activism, having endorsed Vice President Harris and led fundraising efforts for her presidential campaign.

The AFT, another significant partner in the PFC initiative, has close ties to the Democratic Party. Led by Randi Weingarten, the AFT has a membership of nearly 2 million and is actively engaged in voter mobilization efforts aimed at supporting Democratic candidates. The union’s executive council recently endorsed Harris just days after President Biden exited the 2024 presidential race.

Despite requests for comment, Fair Count, SEAP, Third Act, and AFT did not respond to inquiries about their connection to PFC when asked by reporters.

Abrams also plays a role as a senior advisor to Rewiring America, one of the five nonprofits that constitute the PFC consortium. Rewiring America advocates for the adoption of electric vehicles and appliances to reduce reliance on fossil fuels. In a prior position with the organization, Abrams emphasized the importance of voter mobilization in the electoral process.

“The work of winning an election is not simply who is running. It’s not just what’s on the ballot; it’s who’s in the booth,” she stated during a July interview at the Bloomberg Green Ideas festival in Seattle. “And to get people into the booth, you have groups like Rewiring America, a nonpartisan organization that exists to tell people what’s possible.”

Throughout her advocacy, Abrams has consistently voiced support for President Biden and described the prospect of Donald Trump’s reelection as an “existential crisis.” Following Biden’s withdrawal from the 2024 race, she swiftly endorsed Harris, highlighting the interconnectedness of their political ambitions.

Further complicating the narrative surrounding the GGRF, another recipient, the Coalition for Green Capital, has faced scrutiny for a webinar led by its CEO, Reed Hundt, who called for the dismantling of the U.S. fossil fuel industry and advocated for collaboration with the Chinese Communist Party to fundamentally restructure societal organization.
