The Biden administration intends to launch a taxpayer-funded scheme to provide government-issued identification cards to thousands of illegal migrants crossing the southern border.

The Secure Docket Card program by U.S. Immigration and Customs Enforcement (ICE) has been in the works since at least 2022.

According to FOX News late Thursday afternoon, “the pilot program is expected to commence this summer with the distribution of approximately 10,000 cards.”

“While [ICE] stressed that plans are ‘pre-decisional’ and still subject to change, it is expected the cards will be issued in three or four locations in the U.S.,” FOX added.

“A source familiar with the program told Fox Houston and Atlanta were two potential locations.”

ICE asserts that one of the program’s goals is to “modernize documentation provided to some noncitizens.”

The Department of Homeland Security (DHS) is currently run by controversial Secretary Alejandro Mayorkas, whom a sizable majority of Americans blame for the ongoing situation at the U.S.-Mexico border.

FOX originally reported on the ID scheme in September 2023, shortly after receiving leaked photographs of the anticipated ICE Secure Docket Cards.

The pictures “show a card with room for a photograph, a QR code and identifying information and security details, as well as the ICE logo in the top left corner,” Fox News said at the time.

“ICE previously announced that the ID will have a photograph, biographic identifiers and ‘cutting-edge’ security features,” FOX’s September 2023 report continued:

The agency said then the program was still in development and would be considered for further expansion pending the outcome of the pilot. ICE has now currently completed a required pilot notification to Congress.

The card could be used to check in and schedule reporting meetings with ICE. The agency hopes that it can be used in the field to easily verify an alien’s identity and to see if they are deportable.

Furthermore, FOX at the time reported that this “program has alarmed conservatives, who see it as part of an agenda for welcoming, rather than removing, those in the country illegally.”

This week, National Immigration Center for Enforcement (NICE) President RJ Hauman told FOX News: “Just in time for the election, the Biden administration is quietly legitimizing a government-sanctioned invasion of our nation.”

“Providing illegal aliens with identification will undoubtedly lead to obtaining other documents, benefits and rights — or create an entirely new identity,” Hauman continued. “After all, most who cross the border have no identification information in their possession. So, how do we even know who they are?”

Hauman is a visiting fellow at the Heritage Foundation.

The news of the controversial ID program’s implementation comes as politicians warn about the current extraordinary flood of migrants.

On Wednesday, the Republican-controlled House barely passed legislation aimed at preventing non-citizens from being factored into population totals during congressional redistricting.

The Equal Representation Act passed 206-202. Reps. Chuck Edwards, R-North Carolina, and Warren Davidson, R-Ohio, sponsored the House proposal.
