New Documents & Reports Suggest Joe Biden Admin Funded Organizations With Terrorist Ties

In a concerning revelation, over $1.3 billion in U.S. taxpayer funds have ended up supporting organizations linked to terrorism under the Biden administration, according to reports from federal watchdogs and other documents. The financial assistance was funneled to various groups and governments that sponsor or participate in terrorist activities, largely due to a shift in policies that reversed many of the actions taken by the Trump administration.

National security experts have raised alarms over the situation, urging the new administration to take stronger measures to prevent such funds from being used to support terrorism. Bill Roggio, a senior fellow at the Foundation for Defense of Democracies, emphasized the dangerous nature of such aid. “We should not be putting money into any country or areas where a terrorist group remains in control,” Roggio stated. He further explained, “Aid, like money, is fungible. It winds up propping up these groups. It allows them to use … whatever money they have to invest into their terrorist activities.”

The State Department responded to these concerns by reaffirming that national security remains a top priority. However, critics remain skeptical, particularly after former President Donald Trump launched a comprehensive review of foreign aid programs, including a reevaluation of U.S. assistance to Afghanistan under the Taliban.

The most significant portion of these taxpayer dollars was directed toward Palestinian organizations, with the U.S. government providing over $1 billion to the United Nations Relief and Works Agency (UNRWA), a group that has faced accusations of ties to terrorist groups like Hamas. The Biden administration reversed a Trump-era ban on UNRWA funding in 2021, only to reinstate the ban in 2023 after reports surfaced of UNRWA workers’s involvement in Hamas’s attacks on Israel. Intelligence officials uncovered evidence that over 1,000 employees of UNRWA were linked to terrorist groups, and a dozen participated in the October 7, 2023, massacre.

The curriculum used by UNRWA’s schools has also come under scrutiny for glorifying terrorists and martyrdom, further complicating the agency’s role in the region. This curriculum is provided by the Palestinian Authority (PA), which has long been accused of sponsoring terrorism. Despite concerns, the Biden administration resumed funding to the PA, reviving a program that had been blocked under Trump. The PA has been known to reward acts of terrorism through financial compensation to the families of attackers.

Joe Biden Violated 2018 Trump Law?

Trump had signed a law in 2018 prohibiting U.S. economic support to the PA due to its reward program for terrorists. The Biden administration has been criticized for violating this law, especially as U.S. taxpayer dollars have directly funded PA security forces and justice sector institutions, with $265 million allocated for this purpose.

In addition to aiding the PA, the Biden administration’s funds also indirectly supported the Taliban following its return to power in Afghanistan in August 2021. Despite ongoing reports of mounting security risks, the U.S. continued to fund humanitarian efforts aimed at improving the situation for Afghan women and other vulnerable populations under Taliban rule.

This aid, however, has been misused by the Taliban, with the Special Inspector General for Afghanistan Reconstruction (SIGAR) documenting that the group gained access to millions of dollars meant for Afghanistan’s former government. SIGAR’s reports revealed that U.S.-backed humanitarian groups also paid millions in taxes and fees to the Taliban, further exacerbating the situation.

In total, the Biden administration’s actions have resulted in an estimated $1.39 billion being directed to groups linked to terrorism, including the Taliban, the Palestinian Authority, and UNRWA. Republican lawmakers, including Rep. Tim Burchett of Tennessee, have pushed for stricter oversight of U.S. foreign aid to prevent such funds from reaching terrorist groups. Burchett has repeatedly introduced legislation aimed at ensuring that the U.S. funds are not funneled to groups with terrorist ties.

Michael Rubin, a former Pentagon official and senior fellow at the American Enterprise Institute, has suggested that those responsible for distributing U.S. aid should be held accountable. “If the money goes to terror proxies, then they should face penalties for negligence or even prosecution for terror finance,” he stated. Rubin emphasized that enforcing accountability would reduce the likelihood of future scandals involving U.S. taxpayer money.

Further scrutiny has been placed on USAID, the U.S. agency responsible for distributing foreign aid, which has faced allegations of mishandling funds, particularly in relation to Hamas. Senator Ted Cruz and other lawmakers have expressed frustration with USAID’s lack of transparency regarding the flow of U.S. taxpayer dollars to groups like Hamas, with some claiming that funds have been diverted without adequate oversight.

With the USAID being abused for so long, many political commentators and some legislators on Capitol Hill are calling for USAID to be shut down entirely to prevent any further abuses of the federal government arm. When surveyed, a vast majority of Americans have indicated that foreign aid should be shut off entirely with many Americans struggling with the cost of living.
